Tractebel made a masterplan proposal in response to an internal demand from the group. The site is situated in Baku, the capital of Azerbaijan, at the border of Boyukshor Lake. Situated directly at the border of the city the project site has great potential to redevelop it into a new part of the city, with the lake as a base for a new city park. At the time, the project site however was extremely contaminated with oil residues of the nearby Balaxani oilfield.

Tractebel set up a method of interaction between remediation, financial feasibility and masterplan to rehabilitate the site. An
integrated strategy was developed which links technical solutions (types of contamination vs types of remediation) with spatial solutions and programming of the site. A new landscape framework has been made through strategic earthworks. This landscape framework structures the site in different development fields, turning it into an ecodistrict with a mix of compact typologies, shared use and collective water- and energy-systems.

To organise the process Tractebel developed a specificmethodology that closely involves all stakeholders to result in an overall-supported ‘city of tomorrow’-project.
