The Challenge
The city of Niterói launched the PRODUIS – Urban Development and Social Inclusion Program, with the goal of transforming vulnerable areas through urban, social, environmental, and mobility interventions.
The main challenges included:
- Improving urbanization and environmental sanitation in low‑income communities, involving drainage, paving, slope stabilization, public lighting and waste management.
- Resettling and regularizing 3,469 families, ensuring safety, social support and urban continuity.
- Implementing an integrated intelligent urban mobility system, with adaptive traffic lights (CTA) and an expanded Operational Control Center (OCC) to monitor and synchronize traffic across 10 areas of the city.
- Revitalizing degraded central areas, such as Parque das Águas, Leoni Ramos Square and Jardim São João, with focus on accessibility, lighting, safety and urban well‑being.
- Strengthening institutional capacity within the Municipality, including technical training, environmental governance, modernization of administrative procedures and consolidation of territorial planning systems.
- Creating and integrating a Multipurpose Territorial Cadastre (MTC) and a georeferenced system capable of consolidating urbanism, mobility, financial, environmental and risk‑area data.
The complexity of PRODUIS stemmed from its multisectoral nature — spanning infrastructure works, urban policy, social issues, licensing, audits and interoperability across municipal secretariats — requiring continuous technical coordination, strong management discipline and compliance with IDB guidelines.
The Solution
Tractebel delivered a comprehensive solution combining engineering, management, supervision and institutional strengthening, working as a strategic technical partner to the Program Management Unit and ensuring full compliance with IDB requirements.
1) Program Coordination and Governance
- Monitoring of physical and financial progress, ensuring full visibility and control of program delivery.
- Development, revision and updating of Execution Plans, Procurement Plans and Operational Plans.
- Full support to procurement processes (consulting, services and works), including terms of reference, technical specifications and cost estimates.
- Operation and maintenance of the program’s management and monitoring system.
- Organization of the technical and documentary archive, in both digital and physical formats.
- Preparation of monthly, semiannual and final reports; support for financial reporting and disbursements.
- Consolidation of information for review by the Court of Accounts.
2) Knowledge and Technology Transfer
- Training sessions on technical analysis, environmental management, procurement, document management and data systematization.
- Training in digital tools and support for the development of the CTM and the georeferenced system, modernizing territorial management in Niterói.
3) Supervision of Works, Supplies and Services
- Support for the planning and execution of civil works.
- Supervision of workplace safety and environmental compliance on project sites.
- Management of construction logs, measurements, material tests and adjustments to civil and electromechanical designs.
- Support for the preparation of as-built documentation, ensuring completeness and reliability.
4) Environmental Supervision
- Auditing of interventions in accordance with the EIA and the Environmental Management Plan.
- Coordination of public consultations and interaction with all involved secretariats.
- Monitoring of environmental indicators, issuance of technical opinions and responses to the public.
- Support for independent audits required under the program.
5) Social Management and Resettlement
- Technical evaluation of social plans and projects.
- Planning and contracting of socio‑environmental services and initiatives.
- Monitoring of goals and results.
- Support for the resettlement plan and land regularization, essential to ensuring safety and social inclusion for affected families.
By integrating engineering, public management, urban planning, ESG, mobility and capacity building, Tractebel enabled safe, efficient and coordinated execution of one of the most important urban development programs in Niterói’s history.
The Impact
Tractebel’s work allowed the Municipality to raise the level of program governance, strengthening decision‑making, transparency and institutional capacity. PRODUIS delivered:
- Direct improvements in urbanization conditions and quality of life for vulnerable communities.
- Modernization of the mobility system with intelligent traffic control and increased transportation safety.
- Revitalization of central urban areas, enhancing public spaces and promoting social inclusion.
