The Challenge

Zeeheldenplein has long served as a strategic urban space, linking the Visserskaai, the Zeedijk, and the harbor channel. With the expansion of the square and the construction of new breakwaters, the site became central to Ostend’s coastal defense strategy, designed to withstand a 1000-year storm while maintaining optimal port access. The challenge was to transform this historic square into a multifunctional public space that integrates robust flood protection, strengthens connectivity, and offers a dynamic setting for community life—all while preserving its unique position at the intersection of city, sea, and harbor.

The Solution

Tractebel’s design organizes the site into three distinct zones: the elevated Zeeheldenplein, a stepped promenade forming a wave basin, and a triangular transition space leading to the beach. The raised square provides panoramic views and generous seating elements that double as storm walls, ensuring safety without compromising aesthetics. The stepped promenade creates a sunken boardwalk where waves are absorbed, offering visitors an immersive experience of water and structure. Finally, the triangular zone opens toward the coastline, inviting play, relaxation, and direct engagement with the beach environment.
