The Challenge

Tractebel faced a significant challenge when hired to provide EoR (Engineering Records) and RISR (Regular Safety Inspection Report for Dams, Dikes, and Drained Stacks) services for an iron ore mine. The complexity of this task was heightened by the fact that the assets involved were acquired from another mining company, necessitating a thorough understanding and adaptation of existing structures.

The collaboration between the client and Tractebel focused on identifying and implementing the best practices and regulations to ensure the safe and efficient resumption of activities and production. This required meticulous planning and execution to align the inherited assets with current operational standards and safety protocols.

The Solution

Tractebel’s solution for managing the seven tailings stacks involved a comprehensive approach to ensure the structures were designed, built, and operated using the best available engineering techniques and practices. This was crucial to maintaining risks at tolerable levels throughout the structures’ life cycles.

The services provided by Tractebel included consolidating the database of the seven structures, evaluating and reviewing the Design Criteria Report, and conducting monthly field inspections with the issuance of the RAPG (Geotechnical Performance Assessment Report). They also prepared Regular Safety Inspection Reports (RISR), participated in meetings with the Independent Technical Review Board (ITRB) and the state’s Public Prosecutor’s Office auditors, and engaged in Hazard Identification and Risk Analysis (HIRA) sessions. Additionally, Tractebel issued Quarterly Safety Status Reports, compiled annual lists of safety deficiencies and non-conformities, and prepared and reviewed the Operation Manual for the structures. This thorough and dynamic approach ensured the ongoing safety and efficiency of the tailings stacks.

The Impact

Tractebel’s impact on the project was substantial, leading to a deeper understanding of the implemented structures. Their proactive approach allowed for immediate action in response to incidents caused by rain, significantly improving the hydraulic safety of the structures. Enhanced instrumentation further bolstered the monitoring and management capabilities.

Additionally, Tractebel ensured compliance with the client’s strategic planning and operational safety requirements. They guaranteed that all assets and associated safety components were designed, built, operated, maintained, and monitored in accordance with applicable safety guidelines, regulatory requirements, and Normative Standards. This comprehensive oversight ensured the project’s alignment with the highest safety and operational standards.
