Lantis grants design of second Tijsmans tunnel to Tractebel and Arcadis

30 Mar 2020

In Belgium, Lantis has entrusted Tractebel and Arcadis to begin a study for the construction of a second Tijsmans tunnel. Construction of a second tunnel under the canal dock is now a main priority and falls within the Toekomstverbond – a major infrastructure plan to transform Antwerp’s traffic system.

The temporary consortium ElisAnt, which brings together Tractebel and Arcadis for this mission, sets to work this month. The mission includes studies, design, framing and management of the project to build the second Tijsmans tunnel.

Strict measures due to COVID-19 are not preventing ElisAnt from starting the studies at once. Collaboration between Lantis and ElisAnt is organised on a digital basis, and the team has all the data, tools and expertise it needs to work remotely.

Why a new Tijsmans tunnel?

The current Tijsmans tunnel dates from 1967 and connects the two banks of the canal dock in the Port of Antwerp. This tunnel is part of the R2 outer ringroad and constitutes an important connection at both a supralocal and international level. In addition, it opens access for local industrial zones and surrounding residential areas. In order to keep fulfilling this function, the current capacity of 2x2 traffic lanes is no longer enough. The numerous entry and exit points, and differences in speed limit produce dangerous situations. Extensive renovation of the tunnel is needed to ensure the tunnel once again meets safety requirements. However, before being able to renovate it, a second link must be built. This is the only way to guarantee a maintained connection between the two banks of the canal dock, while also working on the northern development of the supralocal traffic, one of the pillars of the Toekomstverbond plan.

Toekomstverbond, the grand future plan for Antwerp

The Toekomstverbond project aims not only to complete the ringroad, but also, in the north, to provide an alternative route around the city to better manage supralocal and portside traffic flow. With its current limited capacity, the Tijsmans tunnel doesn’t work as an alternative for supralocal traffic. A second Tijsmans tunnel is therefore necessary.

“This study is very complex due to its very different objectives. It presents challenges in terms of mobility, viability and road safety. I am however convinced that with the temporary consortium ElisAnt, we have all the experience and know-how necessary to succeed,” declared Jef Ickmans of ElisAnt.

Luc Hellemans, chief executive of Lantis, said: Arcadis and Tractebel are firms of international renown with an impressive track record in infrastructure and mobility. The capacity and expertise they offer were decisive in forming ElisAnt. Their approach guarantees Lantis the quality and multidisciplined support needed for projects of such magnitude.”

Timing

Current timing plans for work on the second Tijsmans tunnel to begin in 2023/2024. We don’t yet know for sure if these works will be managed by Lantis.
