The Challenge
Metro Manila faces growing pressure from rapid urbanization, population growth, and limited landfill capacity. The region aims for a long-term, integrated strategy that addresses legislative gaps, operational inefficiencies, social inclusion, and public behavior regarding waste management.
The Solution
Tractebel developed a strategic masterplan covering the entire waste management chain—from waste generation to disposal including interventions to reduce waste —while embedding international benchmarks and best practices. The plan includes legislative recommendations, operational improvements, social inclusion strategies, and behavior change initiatives.
Waste-to-energy options were explored, and findings were shared through workshops and stakeholder presentations to ensure alignment and ownership.
The Impact
The master plan provides a comprehensive, future-proof framework for sustainable solid waste management over the next 25 years. It promotes environmental protection, public health, and social equity by integrating waste reduction strategies, inclusive practices, and innovative technologies such as waste-to-energy. The plan also supports policy development and capacity building across local governments and stakeholders.
